CAN NOT EVEN OPEN

Install version 3.5 of Microsoft's .NET Framework
IAW is downloaded.
Put in the license key.
I've got the shortcut, but it won't open.
I've done 1.2.3 from "Troubleshooting" in the forum.

Can't eve get in to try it.
Counting down my days of $7 worth now.
Not off to a good start to be worthy of $77 for the year.

Have you tried "Run as administrator" both when downloading the program and when opening it? First try right-clicking on the shortcut and "run as administrator", it may run. If not, try uninstall, close computer and reboot. Reinstall, using "run as administrator" and also use this when opening the program. If it still doesn't work get back to us.
