Have you tried using a keyword that is already in the language you want to use? I ran keyword snatcher (desktop) and KS (online) for a few seconds each, putting "France" as the country and used the keyword "chien" (dog) as my starter keyword. I ran each one for a few seconds.
From the desktop tool I got 543 before I stopped it (few seconds) a sample of what I got was:
chiens
chien de france
chien de berger
chien loup
chien boxer
chien de chasse
chien chihuahua
chien beagle
chien japonais
chien à donner
nom de chien a
race de chien a
prenom chien a
nom de chien a l
jeux de chien a
dresser son chien a
un chien a adopter
prenom chien a j
le chien a
petit chien a
chien à vendre
chien akita
From the online tool I got 1064 in a few seconds. A sample is:
chien po
chien andalou
chien ming wang
chien shiung wu
chien na wei
chien garden
chien andalusia
chien french
chien tranh bien dong
chien de france
chien loup
chien boxer
chien de chasse
chien chihuahua
chien beagle
chien de berger
chien japonais
chien à donner
chien perdu
If I had let these run, there would be thousands of words. Now, not all of them will be useful. Not all of them will contain "Chien" (because it also looks for misspellings, so "chine" and "chinese" will be included) and not all of them will relate to France (some of them seem to relate to Vietnam, there may be a similar word there).
I tried one other language, Greek, (because I wouldn't have a mission of understanding any others) with the word "skilos", which also means "dog". I got the following:
diogenis o skilos
martha o skilos
enas skilos me blog
pitbull skins
boxer skilos
xarizete skilos
skilos greek
skilos tou ten ten
skilos akita
skilos adiestramiento
skilos adiestramiento canino
skilos app
skilos tou alexandrou
skilos sto aeroplano
skilos motos apucarana
mazoo and the zoo skilos
skilos lanches assis brasil
kala azar skilos
skilos burls supplies
skilos boxer
skilos boo
skilos beagle
The CSV file will only show plain text correctly, so any letters not in plain English may appear very odd. For instance, in Greek, the Greek alphabet shows correctly in Keyword snatcher (desktop) but not in the CSV file But if you save the keywords with the clipboard, you get:

EDIT! HA! I see the board onnly takes plain text too. The Greek alphabet showed correctly when I pasted it, but not when posted.

If you want me to try a keyword for you in the country and language of your choice, I will do a test run if you like.
