No. You need a PR 1 to enter a site into the system to accept requests from members and
give out links to them.
But you can request and get links to any site, even a brand-new un-indexed site you just put up. Some don't like to give links to such sites, others are more tolerant, or don't care... It doesn't hurt to ask. Those that check generally just look to see if there is a decent-looking website there, and decide based on that, not based on PR...
