I can't give you a definitive answer on this but you may wish to investigate the use of the data merge feature in The Best Spinner. If you have a lot of pages all about (for example) fork lift trucks and your website covers lots of cities, then you could make content for pages as follows:

This is a sample article on fork lift trucks (I produced this in 2 minutes using IAW3). It's not really an article - if I were going to use it, I would have done more research and would tidy up the text.

With data merge, you will have a whole list of places and brand names (or whatever you want your pages to cover. When you data merge, the article will contain a city name where CITYPLACE is and a fork lift brand name where BRANDPLACE is. (You can use any place marker text you like instead of CITYPLACE, etc. It's best to use nonsense, so it won't be spun and I put it in capitals so it is easily checked out if necessary.)

Assuming your data merge text for cities is: London, New York, Paris, Kansas, etc and for brand names is Hyster, Caterpillar, JCB, etc

Then your first article will read:

One tip you may wish to consider when purchasing a fork lift truck is Your tip number 2.

Of course, with the tips, you could just have them available as spintext, so the tips are included at random.
