How to Identify a Paid Link

How to Identify a Paid Link

Hey,

I do SEO for a car dealership in Toronto, and was looking through the deep link analysis of the #1 site (monsterauto.ca) in WCA (web comp analyst) and these links make no sense to me, are these paid or what? 

Example 1 - http://www.replaceyoursalary.com/  the anchor text "used cars" in the footer links.

Example 2- www.bestnewspolitics.com/    the anchor text "used cars" in the blogroll links near the bottom

Example 3 - www.american-rails.com/  anchor text "used cars and trucks" about 2/3 of the way down above the list of links. 

And there are tons more like this.  Are these paid?  If not,how would one go about getting a link like this?

It's likely they're either paid or traded.  Google counts links from completely irrelevant sites, and those kinds of links are a lot easier to get, so webmasters use them (myself included).
