Local SEO PBN/Multi-Tiered/Link Wheel Structure

Hello

I am keen to hear your opinions.

I have been away from the SEO game for about a year, but looking at entering the ballgame again.  My SEO approach has always been very conservative.

I have been doing a lot of research and watching webinars/podcasts over the past month....and are thinking about starting a sort of PBN/tiered site/link wheel structure so I have some 'internet real estate' to use to make pitches to potential clients.

Before I type any further - are you thinking - STOP! NO! Don't Do It!!    :)  ;) :D ;D

I would like to focus on local SEO opportunities

I am thinking:

Tier 1 - Main Website
Tier 2 - Multi-site pages built on suburb specific domain, ezine, hub pages, blogger, wordpress.com etc
Tier 3 - More Multi-site pages (with auto-generated content), ezine, hub pages, blogger, wordpress.com etc
Tier 4 - Software like Rankwyz, Auto-backlinking, Social Syndication, PBNS etc and possibly Rank Crew


What are your thoughts? TIA
