What do you guys think of this?
Should we change how we approach SEO.
Is it applicable to us as internet marketer?

I think it really depends whether you are doing SEO for a long term project or company or whether it is for a churn and burn project in a small niche.
For the latter a lot of tactics still work (at least for a while), for the former I would pretty much stick with what Rand wrote...

Does social book marking still works to get high ranking for a website ?

If social bookmarking is your only source of links I fear it will not help much - maybe even get you into trouble.
It should be a part of the links portfolio though, as a good web project will also have natural social bookmarks.

You mean it is helpful if we get links from social book marking sites along with links from forums and Article directories.

Actually I think all three sources are not the highest quality links you can get and should not be the majority of your links.
You really have to think more into the direction of content marketing. Create content that is so unique and so valuable that other webmaster start linking to it. Those are the most valuable links you can get.
