Confused on Commercial Intent

WHen it comes up it states "Non-Commercial Intention" and then a figure like 0.xx. My question is this
is the figure say 0.85 representing 85%, and if so is that for making a purchase or does Non_Commercial Intent mean against
making a purchase?

a Non Commercial intention of 0.85 means that the system is sure to 85% that the searcher for that keyword does not want to buy anything...
